OCEAN CITY, N.J. (WPVI) -- A Philadelphia man has been arrested in connection with hidden cameras that were found in bathrooms along the Ocean City boardwalk in New Jersey.
The video featured is from a previous report.
Harold Perkins, 38, was arrested on Friday after officials executed a court-authorized search warrant at Perkins' home in the 4200 block of Glenview Street in Philadelphia.
He was taken into custody and remains in Pennsylvania awaiting extradition proceedings, according to police.
According to a criminal complaint obtained by Action News, Perkins is accused of placing six cameras during the morning of June 12.
Police say he was caught on video arriving in the area around 11 a.m. and placing a camera at the 6th Street bathroom. He allegedly left but returned to place a second camera at another restroom.
After changing part of his appearance, police say he made his way south, placing devices at the 10th Street Comfort Station and more at the 11th Street station.
The footage captured several victims, including children, using the bathroom, according to the complaint.
One recording device was discovered by Fallon Conway. She said it was hidden behind a trash can in a family bathroom on East 6th Street.
The camera is in the shape of a pen.
"You know, there's a pen on the floor in the bathroom, that's already kinda odd," said Fallon Conway, of Deptford Township.
Conway, her best friend, and her small child were all in the bathroom. Trusting her instincts, she inspected further and disassembled the device.
"I unscrewed it, and when I did, I saw the little charger port for it and an SD card in there. So, I held the button on the pen, and it turned off, so that when we realized it was a camera," she said.
Police called Perkins' actions "premeditated," writing in the criminal complaint, "He employed multiple outfits and accessories, including hats, sunglasses, and black rubber gloves-to conceal his identity and avoid detection. These actions, including the use of gloves to potentially avoid leaving DNA or fingerprints, indicate a calculated effort and suggest that this may not be his first offense."
Investigators were able to use a license plate reader to track him down. Court documents say his vehicle was seen leaving Philadelphia, traveling over the Walt Whitman Bridge at 9:25 a.m. on June 12. Police say he entered Ocean City via the 9th Street causeway at 10:53 a.m. He is seen leaving town at 1:20 p.m. the same day.
Anyone with information on this incident is asked to call the police.
