Suspect identified after woman and teen girl grabbed in Philadelphia's Fishtown section

PHILADELPHIA (WPVI) -- Police are looking for a 29-year-old man accused of two assaults in Philadelphia's Fishtown section.

Investigators say Noel Vargas allegedly grabbed a 13-year-old girl on Montgomery Avenue, as she was walking to school last Friday morning.



He's also accused of grabbing a woman on Palmer Street, just a few blocks away, last Tuesday.

He is now facing harassment and assault charges, police announced on Wednesday.



But neighbors are on edge with him still on the loose.

Woman, young child report being touched by man in Fishtown


The first incident happened on Tuesday, March 25, when a woman was groped while putting a child in a car near Palmer Cemetery.

"In the moment, I was just thinking, 'I need to get away from this guy and not escalate to keep me and my child safe,'" said the 36-year-old mother who did not want to be identified.

"The fact that he seems to be very quickly escalating in his behavior and confidence is obviously very worrisome," she added.



The second incident occurred on the 1500 block of Montgomery Avenue on Friday morning. In that incident, a doorbell camera captured screams, and then a man walking away from the screams, then back towards the screaming person.

"I heard her scream - and I used to teach, I thought they were playing - then I was like, 'No, that's not a little girl playing. She's in distress,'" said Tori King.

Police and a witness confirmed that a 13-year-old girl was the one heard in the video.

"She said the guy came up behind her and grabbed her, almost in a chokehold. She was so cute, she said, 'I take self-defense, so I was able to get away,'" King recalled.



King said she and two male students ran to help.



"There was two other boys walking probably a block behind her and the one came flying up and he was like, 'Miss, I saw the whole thing, and I was like, 'Ok, we're going to walk to the school together," King recalled.

Zeannalie Bobe was also there to console the victim.

"My heart sank, and I was like, 'What is he planning to do?'" she recalled.

A lot of people usually get an early start in the neighborhood and they're all on the lookout for Vargas, the guy identified by police in the doorbell video.



Neighbors believe more incidents can be linked to the same person.



The community remains on alert Thursday as police ask the public to take a look at this photo of Vargas.

"I think this guy is looking for the ones that are walking by themselves, so the police have promised that they're going to step up," King said.

The search to find Vargas took police to a home on Wednesday about a mile away on East York Street, but family members told Action News that Vargas did not live there.
